One of the women's phone rang. She walked to the other end of the hall, to the front door. She spoke quietly for a few seconds and, with her phone turned off, returned to her place in line.

A security guard approached her (I don’t know the exact name of the position) and in a raised voice reprimanded her about the inadmissibility of using mobile phones on “his” territory. I started giving her a lecture on this topic.

Although at this time two women were “resolving” their questions about the harvest at their summer cottages in raised voices. He made no remark to them.

As it turned out later, this woman was resolving a problematic issue about her son with the school teacher.

After this “watchman” brought the woman to tears, I joined this “discussion” and asked him to justify his actions.

He pointed to a sign with a crossed out telephone on the wall. I (with irony) suggested that he place a sign next to it with a crossed out mouth, meaning that it was forbidden to talk in the room.

To my question: “If this is a violation, should there be punishment (administrative or criminal)? What punishment is provided for and by what legal act?” - He, of course, could not answer.

1. There is no legal act prohibiting telephone conversations in such premises and other public places. And even more so, it prohibits the use of the telephone at all: sending and receiving SMS messages, etc.

2. There are no established rules of etiquette that prescribe when, how and in what manner communication should be carried out using this type of communication. We are forced to “invent” and develop these rules along the way.

Most citizens, if asked, will definitely answer that while in the premises of such enterprises or public transport, it is impossible to loudly discuss household chores or any other trivial problems on a mobile phone. This is a manifestation of bad manners and disrespect for others. However, a significant minority happily ignores this rule. Those who like to talk loudly on a mobile phone seem to be completely unaware that their behavior causes inconvenience to others.

What is the possible way out of this apparent impasse? There are the first signs of emerging rules for the use of mobile phones in public places, and, apparently, talking loudly on a mobile phone on public transport, or leaving the sound signal on during a movie or theater performance, will soon become as unacceptable as trying to jump the line.

3. We can highlight the main rule when using cellular communications in public places - this is to be mutually polite with others and to comply with the requirements prescribed by unwritten rules of behavior in specific situations: to behave in such a way as not to create inconvenience to others. This will not only be a manifestation of our consciousness and care for others, but will also create a good impression of us and improve the assessment of others.
